Inez rancher Jim Kolle said it's shameful to see how littered Victoria County's rural roads have become because of illegal trash dumping.

"To me it's just a disgrace," he said. "But I don't know what can be done about it."

And the litter isn't limited to household garbage. It includes everything from deer and hog carcasses to plastic grocery store bags and piles of oyster shells.

County Commissioner Wayne Dierlam said he's trying to call the public's attention to the problem in hopes that more people will report illegal trash dumpers to the sheriff's office.

He's also contacted Constable John Miller to alert him to the problem and Miller said he has alerted the game warden.

"Catching the people is going to be the problem," Miller said. "Somebody has to see them and then turn them in."

The fine for dumping ranges from about $500 to $1,000, he said. Those caught dumping on private property could also be charged with criminal trespass.

Dierlam said the problem has become significantly worse over the past two or three weeks, although Kolle said he noticed the problem worsening even before that. Dierlam said some of the dumpers have become good at what they do.

"Sometimes they lay it on a piece of cardboard and when they get out there, two people can just yank it off," he said. "It doesn't take two minutes to unload it."

Besides being an eyesore, Dierlam said his workers have to take time from their other duties to clean up the trash. Kolle said the trash causes other problems.

The carcasses attract buzzards that are a hazard to traffic and can cause damage to vehicles or even serious crashes. Cattle can ingest the plastic trash bags, which can kill livestock, Kolle said.

"I witnessed one person Saturday while we were feeding cattle go down there and dump hide and guts and leave," he said. "When it comes to the carcasses, they're about as low-life of a hunter as I can describe."

Dierlam attributes the increase in illegal dumping to several factors.

"With people not working and jobs slow, a lot of people are probably hunting for food," he said. "So people are dumping deer carcasses and hog carcasses."

Another problem could be that the city moved the brush dump site from the Victoria Regional Airport to the city landfill near Bloomington, he said. Some people may not want to drive that far to dispose of their trash.

    Sounds to me like Precinct 4 Commissioner Dierlam Passed the BUCK to Precinct 4 Constable John Miller who passed the BUCK to the State Game Warden....
    Let's see, Commissioner Dierlam could have said to the just re-elected Constable John Miller "John, let's see if we can work on this situation together and come up with a solution" OR "John, why don't you put in some extra time and see if you can apprehend somebody or get some of your Deputy Constable's to do extra patrol's ....Oh Wait, you don't have any Deputy Constable's, you don't see a need for them (beside's they might decide to run against you next election time)......Well then, Let's PASS THE BUCK.

  • well we fill our trash can in a matter of 4-5 days. we are a family of 5 with 2 more on the way and i have my brother in law haul the rest of my trash to hallettsville were he works. if i could load and unload the trash i would probably dump it on the side of the road too.

  • I live in Northcrest. Trash pickup was this Monday. They had two men on the back of the truck. One sifted through my garbage CAN and took out an old hat and wore it. They left my Christmas bags of garbage, the neighbor across the street's bags of garbage and the neighbor next door's garbage. They only took what was in the automated cans, (after they sifted through the garbage can as I watched from my window). There was no phone call. I took the extra bags that night and stuffed them in the newly emptied can for next week. Bah humbug on the City of Victoria. Boo. Liars, all.

  • I was told that people who lived on Thursday pick up day were SUPPOSED to get the call.
    If your number that you provided UBO is no longer your home phone number, you wouldn't receive the call.
    In my neighborhood, as I was leaving for work Wednesday morning, the garbagemen were entering my neighborhood picking up the carts and the "extra" trash. When I got home, there were several homes that had had no "extra" trash out at 7:45 who had had their "extra trash" left behind.
    People if it ain't out when the garbageman/men gets there -- it's not left behind

    As far as people dumping carcasses of animals, that happens every year. However, if someone were truly "hunting for food", the dumping should only be a pile of guts and the skin. the meat of the animal is edible. When I was growing up -- the only part of the hog that wasn't used by us was the hide and the squeal. There was meat all over the game that we killed, even the head (tongue sandwiches anyone?)
    I saw a buck killed by the side of the road the other morning. The next morning -- either someone had killed a doe in the same spot or someone had sawed the antlers off that same buck

  • We recieved a notice phone call also, and extra trash was picked up in my neighborhood. How is the "dual pick up" supposed to save us any money? Oh, and special Christmas tree crew is suppposed to be by soon....

  • Scorpio, I am very curious about how you are generating so much trash. We are a family of four and barely fill our city provided trash container to half each week. We do recycle our paper, plastic and aluminum cans but even if we did not I cannot imagine generating the amount of trash that you are claiming. What are you throwing out that could possibly fill one of these large containers in a day?

  • Well maybe the advocate can look into this a friend of mine that lives in the fleet
    wood neighbor-hood got an automated phone call before Christmas and before
    new years stating that their trash would be picked up the day before an not on the
    reg. day pick up. My question is why don't we all get that phone call. The call is a
    800 number and the caller ID says first choice. Has anyone else gotten this call?

  • Yeah I seen that too. It sucks. I am so tired of the whole community worried about money. If everyone stopped being greedy then our community would be a better place to live. We all know that the country was able to make everything we have cheaper. Its the dog eat dog syndrome we want it all. If they would roll back the clock to a time not so long ago when people cared more for their community and country over the all mighty dollar. Then everyone got greedy. Families took time to spend with each other now everyone has to go on the long road to succeed and become rich. What ever happened to living life.......All because of trash......

  • The city of Victoria LIED in the Victoria Advocate. They said extra trash would be picked up after Christmas. Everyone on my street put trash in bags out to the curb just to have bags and boxes left as the city employees snubbed their noses at our Christmas Trash. Thanks again, City of Victoria, and Advocate for the misinformation.

  • I think the dumping is a result of the strict guide lines set by the city sanitation department and the limited trash containers. We are given one container to use but have to rent any others for $5 extra on our utility bills. I have a family of 3. We have 1 can and it is dumped 1 time a week. We are full by that day with no room for any extra trash. I do know that families of more than 3 have more trash and the economy is bad. People can not afford anything extra. Most of the people are living pay check to pay check and can not cover the bills they already have. Everything is getting higher and higher but the money is not coming in to meet the bills. Its like a domino effect and people are doing this because they can not afford to pay anyone to haul it off. The dump now charges by the weight of the vehicle. When you go there they make you buy vest now or you can not go beyond the scales. Yes the brush site is free but they only allow trees, brush, and leaves. When trash was picked up 2 times a week and everyone could use their own cans people threw away their garbage in their cans. Now they do not want any leaves or grass or sticks only everyday trash. The trash can not exceed the container and I can go on and on. But that is what I think has caused the increase in illegal dumping. The past three weeks well we all just had Christmas. Parties and family get together's make for lots of trash. Its hunting season and hunters do not have places to get rid of the carcases, guts or hides. I am very against illegal dumping but our community organizers have set such strict guide lines and rules people are turning to dumping. It is a very sad situation and until our economy improves it will get worse. Remember the late 70's and early 80's when we went through that depression the dumping was horrible. I remember the Indian commercial against littering in Texas. When the economy got better the littering decreased.

  • chvictoria, some people out in the country burn their trash or are lucky enough to have a dumpster to haul it too. When we lived in the country, my hubby took our trash to his dumpster at work, we never had trash piling up & it saved us $$$.

  • Well talking to many neighbors of mine one the top problems with trash is the fact the cost of trash pick up in rural areas. Since I have moved out to the country the cost of rural trash pickup is way high. I thank God I have a well paying job so I can afford it, but for those who can't God only knows what they do with the trash.
