Victoria’s police department is going to the dogs, but that should be a good thing.
Mike Hamm with the Victoria American Petroleum Institute gave a $20,000 check to Police Chief Bruce Ure during Tuesday’s city council meeting. That money will be used to buy and train two police dogs.
“The program will probably be up and running within the next three months,” Ure said. “It’s going to make an incredible impact.”
The dogs will be trained to do everything from detecting narcotics to chasing fleeing criminals. That will make Victoria safer for the general public and for the officers, he said.
Ure’s goal is to eventually have four police dogs so one will be on duty around the clock.
In other business, a proposal to raise water and sewer rates a total of $1.91 a month by 2010 drew mixed reaction from the city council. The income from the increase would be used to replace decades old, deteriorating water and sewer lines in downtown Victoria and under Sam Houston Drive.
“I understand where you’re going with this,” Council Member David Hagan said, noting the condition of the economy. “As much as people are pinched, I’m concerned about adding more burden.”
But Council Member Tom Halepaska said those are the types of excuses used by past councils to keep putting off the work.
“No one wanted to bite the bullet,” he said. “We’re still behind on this.”
The staff is also recommending increasing rates 10 cents for each 1,000 gallons used above the base rate of 2,000 gallons.
With Hagan opposed, the council voted to make a $200,000 budget amendment to help fund the defense of three city officials and a former official.
Mayor Will Armstrong, Police Chief Bruce Ure, police Lt. Ralph Buentello and former City Attorney David Smith were indicted by a grand jury. They are accused of interfering with an investigation involving former Sheriff Mike Ratcliff.

Observer: "Food, water, occasional playtime. Chase a ball. That's the plan. lol............" How did you get a copy of the itenerary from the D.A.s office? LOL
July 3, 2008 at 11:38 a.m.Bighorn, you know 59 is in the city limits right. There is a whole world outside that of your living room and occasional trip to HEB. LOL
As far as them up on the highway, I am sure that is the border enforcement stuff they have been advertising on the news but who knows. I personnaly like seeing them up on the highway.
July 3, 2008 at 11:36 a.m.Has any one asked if 2 or 4 dogs are justified? How many people do they chase in a day?
Now I will say Victoria has a reputation for stopping cars on Highway 59. Everytime we drive through on holidays and such the VPD and THD are having fun out there on the loop. And yes I have seen lots of people piling out of cars for them to do searches.
Being from Houston, it is well known that Victoria is one of the illigal gateways for drugs and people that are being sent forth on HWY 59. So may be that is the reason for the dogs.
Heck that is worth taking up a collection for to stop the drug flow.
Has anyone seen the plan for the dogs?
July 2, 2008 at 11:26 p.m.Apparently too large to fit it into a bus or car and make your way to some "happy" place in the sun.
July 2, 2008 at 4:58 p.m.For your health, you should try walking that monster off your backside.
bighorn perfect timimg - you prove my point
July 2, 2008 at 4:06 p.m.podunk - You always crack me up. I wish everyone appreciated your sharp sense of humor. Instead they choose to get pissed off. Such a shame.
July 2, 2008 at 4:04 p.m.To paraphrase a prior poster...."if you don't like it here, don't let the door hit you in the tail on your way out"
Maybe we could trade a mutt for you. We'd take an old one and call it "deal!"
July 2, 2008 at 4:03 p.m.If you are so mad and unhappy in the job you’re in, then find another job. But then again, misery loves company. I cannot believe how many nasty angry and just plain mean people come to this site and harass and threaten those of us who are here for friendly intelligent banter.
July 2, 2008 at 3:43 p.m.I think what tees the PD off most of all is that they are unappreciated, and some for good reason. I have no doubt most work hard and long to provide for their families.
Somehow, many of them think the rest of us have it easy. I live and witness the hard work and sacrifice that everyday taxpayers go through. I respect my fellow tax payers (including the civil servants) throughout our society.
Police are armed civil servants charged with enforcement of law and providing safety for the general population. Period. It is a occupation with hazards and risks (I know many worse) and rewards (I know many that are better, lots that are worse).
Insults, even those tongue-in-cheek really set off the law enforcement crowd and have them screaming FOUL extra early and extra loud. The only group I can think of that are quicker are teachers.
Can anyone tell me why two VPD patrol units are "working traffic" on the US 59 Bypass way out east of Telferner? I saw two units with a minivan pulled over out there yesterday, and thought "now that is how they are going to pay those legal bills!". Leave the highways to Texas DPS and get your butts back into the City of Victoria.
The war starts in....one....two....three..
July 2, 2008 at 3:30 p.m."Podunk maybe you should apply to become an officer if you THINK you are so darn intelligent and above everyone else."
I can't help but see the humor in that post. Isn't the problem just that, officers that THINK they are so darn intelligent and above everyone else; why would we need another one?
July 2, 2008 at 2:15 p.m.Podunk's humor is not specifically directed toward your husband. We all joke here, but we hope not to be cruel. We all appreciate the good work done by your husband and VPD.
July 2, 2008 at 1 p.m.perhaps romonak is the ignorant one.
July 2, 2008 at 9:06 a.m.Once again David Hagan is the only one standing up for the taxpayers. He did so twice last night. First by speaking out against the increase in water rates at a time when taxpayers are already feeling pinched, and secondly, when he voted agsint the final action needed to formalize the $200,000 being taken out of the budget to pay for the legal fees for our indicted current and former city officials. It appears that his colleagues have decided to simply turn a deaf ear to the taxpayers of this city. I cannot wait until next May when we will start the process of turning a deaf ear on each of them as they ask for our vote to reelect them.
July 2, 2008 at 9 a.m.Shouldn't water rates already reflect the costs of maintainence and upgrades to our water system? Or is every dollar getting dumped into the general fund and wizzed away? I'd like to see an income/cash flow/balance sheet on the water department before raising rates.
July 2, 2008 at 8:42 a.m.I find the timing of these two issues more than coincidental. Raise water rates on the same day they approve $200,000 of legal fees that they did not have budgeted.
July 2, 2008 at 8:38 a.m.i read the article, they are two seperate issues.
July 2, 2008 at 8:31 a.m.read the article
July 2, 2008 at 8:27 a.m.another ignorant statement by news2me
July 2, 2008 at 8:23 a.m.Now we know why water rates will be raised. They need funds to pay for their legal defense
