City manager may get 6 percent raise

Victoria City Manager Charles Windwehen could get a 6 percent pay raise today, which is double what most city employees were budgeted to get.

That would bring his total pay package to $161,700 a year, if the council approves the raise during its 5 p.m. meeting today. The meeting will be in the Council Chamber at 107 W. Juan Linn St.

“We did review the last year with him, and we also reviewed what city managers around the state are making,” Mayor Will Armstrong said. “We’re getting our money’s worth from Charles plus some, and we want him to recognize that we’re very pleased with the city manager’s performance.”

Windwehen’s base pay is $128,000 a year and that would increase to $135,700 a year. His annual car allowance of $7,000 and his deferred compensation of $19,000 a year would remain unchanged.

In April 2007, the council agreed to increase Windwehen’s total pay package from $138,000 to $154,000 a year.

The city’s current budget assumes a pay increase of 3 percent for all full-time employees who are not considered managerial, professional or supervisory.

Most of the managerial, professional and supervisory group would be eligible for an average 3 percent merit increase.

City pay raises are not tied directly to the consumer price index. But the budget, which went into effect in October, noted that the index for the previous 12 months was 2.5 percent.

The city manager’s pay increase is based on Windwehen’s performance and what other city managers in comparably sized cities are making, Armstrong said.

Windwehen is responsible for overseeing several large projects, Armstrong said. That includes the new sports complex, a hike-and-bike trail along Lone Tree Creek, the rebuilding of Lone Tree Road and Laurent Street, and the automated garbage collection.

“All of these together denote a transitional period in the city of Victoria, and it’s under Charles’ leadership,” Armstrong said. “I don’t think we’ve had this many new things going on at one time.”

  • Let's see....City Manager gets paid about a $1.67 per person per year for running their city. For that kinda jack we must be getting a good one!

    He did a nice job of overseeing our City Attorney, didn't he?
    Nice job with the new garbage deal. Citizens are real tickled with it so far.

    They are fixing all the subdivision streets, even though they look to be ok and low priority to me.

    Laurent and Sam Houston are major though streets and they are a joy and pleasure to cruise down. For my mechanic.

    Are we afraid we are going to lose him if he doesn't get his raise? Tie his jack to the rest of the city employees and maybe we will be getting somewhere....

  • Can someone tell us just what exactly our city manager does that he should get paid such big bucks? If there is enough to pay him that much then why don't they try paying the men and women who protect us such as the police and fire department personnel a raise instead or any of the city employees that  do the real work? We constanly lose good people to other cities that have better pay.

  • While I agree with everyone's comments and this makes me see red, until we get rid of all those who actually HIRED the City Manager, we will never see any changes made. We all (and I include myself in "all") spend time blogging about how mad we are but we never seem to do anything to make changes when election time comes around. Before someone up and says "The City Manager is not elected, dummy." yes I know that. But he is HIRED by those we elect, is he not? Until and unless we are prepared to elect new council members, who can or will then hire a better City Manager, we have to deal with what we have. We should all remember this during the next election.

  • That is crazy for him to get such a big raise, he does not deserve it. He hasn't done nothing to deserve. The city employees who work there bottoms off everyday and are barely make it need that raise more then he does!

  • Wow! For sure a slap in the face to all City employees except upper management. We continue to get 3 percent raises across the board. No pay for performance like the upper management gets. So you can be a total knuckel head and get a raise or be a hard worker and get 3 percent. All the time being paid under what other city employees in similar sized cities get paid. But the City Manager gets his raises compared to other City managers??? What's up with that? Guess there's no worry about the cost of living when you make $160,000+. To bad 3/4 of the rest of the City's staff is struggling with affording gas to get to work and paying the bills. Way to share the wealth City council.

  • What a slap in the face to the hundreds of city employees. Basically Mayor Will is saying the City Manager is the only vital employee in the city. You never hear about this guy until it's raise time and he's getting his big raise. What does he do in between? If he is such a awesome pencil pusher, why haven't we read about his progress and accomplishments? I wonder if Charles really knows what other city departments do. Why don't he go work at the community center for a week and set up tables and charis, clean up beer after people till the wee hours of the morning? How about go be a police officer for a week? Maybe even run into a burning building with the fire dept. for a week. Hey Charles, why not be a garbage man for a week. Your buddy Will can join you so you guys can appreciate everyone else and not just the pencil sharpening city manager who sits at his desk suckin up the a/c.
