District Judge Stephen Williams is a Victoria native.

The son of former Victoria mayor Kemper Williams Jr., Williams graduated from St. Joseph High School in 1977. He obtained his law degree from Baylor University in 1985.

Williams, a Republican, practiced law for 10 years before being appointed judge and was a partner in the Cullen, Carsner, Seerden & Cullen law firm.

President George W. Bush - then Texas governor - appointed Williams to the 135th Judicial District Court in November 1995. At the time, he was filling the last years of retired Judge Marion M. Lewis' term.

He won his seat for a four-year term in 1996 and was re-elected in November 2000 and again in 2004.

The 135th Judicial District Court covers civil and criminal trials in Victoria, Calhoun, DeWitt, Goliad, Jackson and Refugio counties.

Williams is a member of Holy Family Catholic Church and has worked with a variety of Victoria organizations, such as the Victoria Jaycees, the Victoria Police Advisory Board and the Southwest Little League. He also is a former chairman of the Victoria Crime Prevention Commission.

He and his wife, Stephanne, have two sons, Kemper Williams IV and John Thomas Williams.
