It would be easy enough to become confused over recommendations from competing committees looking into proposed changes to the city charter.
On Tuesday, the committee appointed by Mayor Will Armstrong will consider wording to clarify charter changes proposed by the Citizens for Responsible Government.
The mayor's committee will meet at 3:30 p.m. in the Council Chamber at 107 W. Juan Linn St.
City Attorney Miles Risley said some of the wording he will propose may be controversial and some may not be.
"I suspect members of the Citizens for Responsible Government will agree with at least some of these moderation proposals," he said. "They indicated that's how they interpreted their proposals in the first place."
Armstrong said he believes the meetings his committee has conducted have helped shed light on what the citizens group is doing.
"I think there has been a lot of misinformation and partial information by this citizens committee," he said. "I'm not sure everything was explained to the citizens."
Armstrong said for instance, the citizens group proposal to make the city attorney an elected position would force the city to also hire a corporate attorney. The corporate attorney would be responsible to the city council and the elected attorney to the voters, Armstrong said.
"We're trying to explain these things to people and what they really mean," he said.
Council Member David Hagan said the mayor's committee has turned into a circus and a disgrace.
"It has served no functional purpose but to do exactly what I said," Hagan said. "I said the mayor set it up purely to obfuscate and undermine the popular will of the people."
The mayor's group has done nothing more than to attempt to abuse, discredit and attack representatives of the citizens group, he said.
"It could have been very constructive," Hagan said. "But I don't see that anything productive has come out of it."
Citizens for Responsible Government completed a petition drive begun last year to force the city to conduct a charter revision election in May.

Mayor Will Armstrong appointed the city council to his committee after the citizens group began its effort. Each member of the council was allowed to appoint another person to the committee.
