The reality of having a four-year university in Victoria moves one step closer Wednesday when the Higher Education committees for the Senate and House of Representatives hold their first hearings on the issue.

Sen. Glenn Hegar, R-Katy, and Rep. Geanie Morrison, R-Victoria, will lead the presentations in their respective hearings.

Hegar will address the Senate at 8 a.m. and Morrison will address the House after 2 p.m.

"I asked Chair (Judith) Zaffirini if I could have some time to speak to the committee and she said if I could be there by 8 a.m. I could have a few minutes," Hegar said.

The time and schedule for the hearing was posted to the Texas Legislature Online Web site Friday.

"I've asked (UHV) President Tim Hudson to speak," Hegar said.

Because there is a wide range of community support no other local residents will be asked to address the senate committee at this point, Hegar said.

"I think the community support will help get the bill out of the committee quickly," he said. "No one is strongly opposed to the idea of having a four-year university in Victoria and the University of Houston System board of regents approved the proposal."

Hegar will have three to 10 minutes to address the committee and other speakers will have three minutes.

"I have asked Dr. Hudson to address the committee," Morrison said. "I will discuss the memorandum of understanding between Victoria College and UHV."

The house committee on higher education will hear bills on Wednesday. Morrison said she is not sure if any action will be taken.

"The chair usually does not take action on the same day of the hearing but I just don't know what will happen, every chair is different," she said.

Morrison has asked that there be at least three people speak on behalf of the expansion.

"We don't need too many people to speak," Morrison said.

She said she has lined up a few people to address the house including a UHV student, Hudson, a representative of VC to show a good cross section of support for the bill.

If the bills are approved by committees, a calendar date will be set, where a vote will be held.

    Sen. Glenn Hegar, R-Katy, and Rep. Geanie Morrison, R-Victoria, have filed a bill with the Senate and the House of Representatives for the expansion of the University of Houston-Victoria.

    After the house committee on higher education hears the bill Wednesday, Chair Dan Branch will decide if the bill is given a calendar date. If it is approved by the chair, the house will have another hearing and take a vote on the bill. If approved it will be passed on to the senate.

    The Senate will follow the same process with Hegar's bill in the Senate committee of higher education.
