Refugio County to have separate district, county clerks again

REFUGIO - The Refugio County District and County Clerk offices will separate.

On Tuesday, county voters, in a special election, approved separating the two offices by a vote of 356 to 185.

Ruby Garcia, who has served in the combined office since January 2003, said she plans to file for district clerk.

"My constituents have been asking me to have that placed on the ballot so they can vote on it," she said. "I feel even the 185 votes against the separation sent a strong message that the voters approved of the job I was doing in combination."

Prior to serving as both the county and district clerk, Garcia served as district clerk for eight years.

The 2000 census showed Refugio County's population to be less than 8,000, meaning the offices had to combine, she said.

The favored vote on the proposition has changed that, she said.

"I feel that it will help the community," Garcia said about the office separation. "There are several goals that both offices had and though I think they're being run efficiently, they'll be run more efficiently with a full-time county clerk and district clerk."

Serving in both capacities has been a challenge, but she has enjoyed it, she said.

Garcia must serve out her term until Dec. 31, 2010.

Both offices will be on the ballot for the 2010 election.

If elected district clerk in November 2010, Garcia will assume the single office on Jan. 1, 2011.
