Its all about the interview. If the trooper interviewed the driver and knew something was wrong then he did find it. He called in the K-9 to help with the detention. If K-9 alerts then now if the driver wanted to tell them to stop searching they had probable cause to search it because of the K-9 alert. Lets use some common sense here folks!!

The pot was found by a VPD K-9 not by the tropper. Good Work!!
