Sugar has a great idea. States and communities used to do this all the time. I've seen them working around town before, using power tools.
Am I wrong, but doesn't letting the natural growth happen along ditches and waterways actually help to stave off erosion, and helps to prevent flooding? I feel like I've heard that more than a few times.
I'm with Sugar on this, put the jailbirds to work and to save more money (fuel charges) give them sythes (sp?) and let them get rid of their energy by swinging those manual cutting implements.

But now I wonder about the 1/4 -1/3 cut and saving $100K!
I'm not the best math whizz around but if:1/4 cut is $100K savings then us taxpayers are paying $400K for this service.1/3 cut is $100K savings then we are paying $300K.
$100K difference. Is that right??
Maybe I'm over thinking this but it seems our "powers to be" should know to a much closer amount than $100K where my tax money is going for this service!!

NOT that the amount was previously one-fourth, and now it is one third.

The last time I checked 1/3 is bigger than 1/4 so how was the the mowing cut if they are really saying it was increased.
Victoria county really looks, "shabby" right now. The ditches along the county roads could hide a car, cow, or deer. It not only makes the area look bad, but it is also dangerous. Mowing the ditches should trump some of the other projects.
Why not put the prisoners and jailbirds to work? They do a community service, the grass gets mowed, what's not to like?
maybe they should lease the land for grazing!
