Plus, no ticket for leaving the scene of an accident :( What is going on VPD?

I always thought that rear-ending another vehicle was an automatic ticket. Oh, I forget, this is Victoria where citations are NOT issued by the guys in blue/black. I would like to know why issuing citations is so selective in this town.

You cannot have a wreck at Zac Lentz and another 100 ft south at the Mall since the Mall is north of the parkway.

Lets see, vehicle not under control, failure to yield (earlier story), failure to stop for traffic signal. And no tickets.
