A committee has been appointed to recommend to the Victoria City Council how it should select a new city manager.
Council Member Tom Halepaska, who is heading up the committee, said he hopes to have a recommendation by Tuesday.
"We can promote from within, we can go and search outside, we can form a search committee or we can hire a headhunter firm," he said.
City Manager Charles Windwehen, 59, announced Tuesday he will retire at the end of February. He has been the city manager since 2006 and has worked for the the city nearly 36 years.
Mayor Will Armstrong said he appointed Halepaska to head up the committee and Halepaska asked council members David Hagan and Denise Rangel to work with him.
"I really don't want them to report back to me," Armstrong said. "I want them to report to the council."
Halepaska said Windwehen has enough vacation that he won't have to work after late September or early October. He said the city could limp along with Deputy City Manager Charmelle Garrett, 50, until February or it could hire a new manager before then.
"If the methodology is to promote from within, then that would mean the assistant city manager would become the city manager," Halepaska said. "But I can't say that at this time because we haven't made that decision yet."
He said search firms are expensive and the city council is probably better able to judge who would be the best city manager. Halepaska said he considers Garrett the leading candidate for the job.
"There's a certain amount of importance to knowing your community and to being here for a long period of time," he said. "There's a value to that."
Garrett went to work for the city in August 1990 as the director of human resources. She was promoted to deputy city manager in 2006.
