The 16-year-old injured in a Saturday morning shooting remains hospitalized.
Johnathan Paul Escalona was airlifted from Citizen's Medical Center to Houston's Memorial Hermann Hospital after being shot in the neck.
Hospital officials would not discuss Escalona's condition.
Jonathan Ruben Ramirez, 17, was charged with aggravated assault with a deadly weapon in the shooting.
Ramirez and Escalona were both on foot when the incident occurred at 3 a.m. in the 300 block of East Power Avenue.
Ramirez fled in a vehicle; officers found Escalona injured and on the road.
Officers took Ramirez into custody after locating him in the 200 block of Primrose Street.
According to an arrest report, the weapon he likely used was a Taurus 9 mm semi-automatic pistol loaded with seven bullets.
Ramirez is held at Victoria County Jail without bond.
While police say they are still trying to determine a motive, one police theory is that the shooting was gang related.
