City Council to vote on closing Railwood Drive

The city council is also scheduled to elect a mayor pro tem after canvassing the vote last week from this month's city council election.
The mayor pro tem serves in place of the mayor when the mayor is not present. That title traditionally goes to the senior council member, who is Tom Halepaska and who is currently serving in that position.
Woodway resident Tommy Lowe has problems with the Victoria City Council's plans to close Railwood Drive because of traffic safety concerns.
"I'm not opposed necessarily to closing Railwood," he said. "There is a problem with traffic."
But he said closing the Railwood entrance into the subdivision would shift traffic north to the Woodhaven Drive entrance. He said the solution is to close Railwood and Woodhaven or Woodway Drive, the main entrance.
The city council will meet at 5 p.m. Tuesday in the Council Chamber to take the final voted needed to close Railwood.
Mayor Will Armstrong has said the problem is people are using Railwood as a shortcut through the subdivision between Briggs Boulevard and Nursery Drive. He said he fears the problem will only worsen when the nearby West High School opens this fall.
"When the school opens, there's going to be considerably more traffic," he said. "Before those traffic patterns get more established, we need to close that street."
The first vote to close Railwood was on May 4. The vote was 7-0 and included Mayor Will Armstrong, who also lives in the subdivision.
John Kaminski, the city's director of Development Services, said at the May 4 meeting two surveys of the subdivision have been conducted over the years. One was by the city and the other by the homeowners subdivision.
He said the results were that 52 to 63 percent of the residents favored closing the street.
Council Member Paul Polasek has said city streets belong to the entire city and not just a subdivision. But he said the traffic dynamics in that area have changed so much since Woodway was developed he'd have to agree to the closing.
