If these people are using Paducah as a beacon of light, we are in trouble. Victoria is totally different and what would in Paducah is not going to work for Victoria. Victoria needs to expand UHV or make it a part of Tech and expand from there. Downtown has nothing to offer and putting money there is not going to bring more people to the city.
