    School Board President Tami Keeling advised parents with a complaint against the dress code or any other happenings at their child's school, to go through the district's formal grievance process. To file a complaint:

    Get a complaint form, and submit it to the lowest-level administrator with the authority to remedy the situation. This must be done within 15 days of the decision or action against which you have a complaint.

    The administrator will investigate and meet with you within 10 days. In another 10 days, the administrator will provide a response and decision.

    If you don't agree with the decision, you may appeal to the superintendent within another 10 days.

    The same process applies, and the superintendent will make a decision.

    If you're still not satisfied, the complaint may be taken to the school board.

    Inside the actual board meeting on Thursday night, the VISD school board approved this year's budget and tax rate.

    The board approved a tax rate of $1.3226 per $100 of property value, the same tax rate as it has had for the past four years.

    However, taxes will increase because property values have increased.

    For an average home - which this year appraised at $117,109 - taxes should increase $14.73. That means owners of an average-priced home will pay $1,548.89, before exemptions, in property taxes to VISD.

Outside the Victoria school district administration building, about 20 parents and students stood Thursday night with jeans dangling over their arms. They were heated, and not just because of the early-evening sun.

The parents and students, all from West High School, were outside a special board meeting, sharing their grievances with each other. They weren't allowed to formally address the school board because only regular meetings have an open forum on the agenda.

On the building steps, though, they showed off denim after denim - the objects of their contention.

"I feel like I don't get educated at all. All they worry about is the dress code," said West junior, Nikki Salinas.

All of their complaints centered on one entry in the district's three-and-a-half-page dress code: No torn or frayed clothing are allowed.

By the second day of school on Tuesday, some West students were being pulled aside for what the administration deemed frayed marks on their jeans.

Though some of these marks were sometimes less than an inch long, Principal Debbie Crick said the school's administration discussed and determined where the school would

draw the line when it came to "frayed."

A distressed look that appears to have been rubbed against a brick - that's OK. If there are white threads coming from the jeans, it's frayed, Crick said.

"We kind of try to be real specific to make sure they understand what those expectations are in the board-approved dress code," she said.

The official dress code leaves discretion to administrators and charges them with creating guidelines to ensure consistency in implementing the dress code.

Crick said students were shown a presentation on the first day of school that spelled out rules and procedures, including expectations for the dress code.

By day two, teachers and administrators were enforcing the code by either making students change if they had clothes, call their parents to bring them clothes, drive home if they were old enough, or spend the day attending in-school suspension.

Ten students were referred to the office, and of those 10, three ended up in ISS, both central and West administration said.

"You put it into perspective," Crick said. "Ninety-eight, 99 percent of the students have found jeans that meet the dress code, and they're walking in the door dressed appropriately."

But one of those sent to ISS, freshman Sabrina Broughton, said there were significantly more students waiting in line to call their parents for clothes.

Several parents said their kids weren't allowed to check into school until the afternoon.

"It's a waste of my time and a waste of students' time. They're supposed to be learning," said Brian Morris, whose daughter is a senior.

Morris showed off one pair of jeans, with a $78.95 price tag still attached.

"My daughter bought these. I made her work for them," he said.

Most students estimated only about one or two pieces of their pants wardrobe were in compliance with the dress code this year. Last year's code required any frays to be patched and drew the line explicitly at exposed skin.

Board members were outside after the meeting, listening to parents' and students' frustrations.

"Our kids have to follow the rules, too. That's just the way it is," Board Member Michael DiSanto said. "They've got valid points. If they want to help with tweaks, they can. We value their opinion."

DiSanto said the board this year aimed to make a more narrowed dress code that would allow administrators to make a straight-forward call on what is in and what is out when it comes to dress.

He said they still have work to do, but he backed up administration.

"They run their school. They have to make decisions on campus," he said. "We put faith in the administration."

Across the city, East High School Principal Greg Crockett said his school has had to address some of the same issues with the dress code.

He made it clear he wasn't comparing the two campuses, but explained how East High School is dealing with frayed jeans.

"We're going to take the issues on a case-by-case basis because there are so many variations in those distressed jeans," he said. "We're going to look at it as far as what is a distraction and what is not."

The different interpretations among the two Victoria schools is nothing new.

Last year, the first year the dress code was implemented, West High School had nearly 450 referrals while East High School had slightly less than 50, according to a previous Advocate report.

For her part, Nikki Salinas said she's going to wear one pair of her three in-compliance jeans and focus more on what matters.

"I'm not going home. I'm going to go to class and get educated, no matter what pants I'm wearing," she said.

  • Yeah, if we did it your way it would be ok to wear frayed jeans, then it would be ok to wear jeans with small holes, then jeans with huge tears, then shorts, then gang garb, then tattoos, then, then then...

    Have any of you ever attempted to manage 1500 kids who think a little differently, with no rules? Oh, I forgot, each one of those kids have a parent or two whose feelings you have to consider as well.
    Each of whom will slowly push the rules a little at a time unless the rules are enforced?
    At what point would you be comfortable stopping any of this? There are more kids going to these schools than just the Valedictorian and Salutatorian. Kids from every walk of life. Do any of you have a stopping point?

    Or would you rather just say, "Show up however you want and we'll try to teach you"?

  • When these kids get to college, they can wear their pajamas to school if they want to. So what does it matter what they wear as long as they are not disrupting their class or disrespecting their teachers. That is what the administrators should worry about.

  • Correct me if i am wrong.. But is ms crick the principal that was at Howell middle school when her and Juan Gonzales underhandedly moved the best principal at Howell Middle School out .. Principal Marooney ! Then she was given a chance at Hopkins Elementary and i have no reason why!!.. Now she at a High School.. Living proof keep messing up as a principal in a small school and you surely will get a promotion in the Big Schools, Unbelievable... Perfect example; Nancy McCord then was asst principal at Howell --- My daughter was being bullied at Howell Middle School and she knew of it, but didn't take any action until i as a parent realize something was going on and asked her about it and then she owned up to having both children in office and the other girl was picking, calling names, harassing, etc too my daughter. My daughter suffered some extreme problems behind this.. and guess where Nancy McCord is Asst Superintendent.. Well I'll Be Darn! Now how again is this system working and why is the Private School getting more admission's ... VISD get with the program seriously..

  • While I agree with the "rude" part, I find it absolutely "necessary".

    I didn't point out any one student nor any staff member. The good people know who they are. They shouldn't worry. The "thugs" on the other hand are all to aware of who I am referring to.

    The Administration that allows it, well I probably have a few "rude" comments for them as well.

    Don't be sad vet43, where it was directed it wasn't cruel, it was the truth. If I saw the same thing at St Joe or West, I would have told the truth as well even if it sounded cruel, rude or unnecessarry to some of you.

  • My oldest did not want to "walk" for his high school graduation, either. I made him do it for me. He was already in college and thought it was silly. Because we homeschooled him, he had the opportunity to attend a nation-wide graduation ceremony held at Disney World, but his college classes conflicted with the date.

    We don't have a dress code here at home, and my children still obey rules for dress when they need to. They did just fine for formal nights on our vacation. We play "dress code" for proms, sports banquets, sporting events, and jobs. My son is a lifeguard, so he wears a bathing suit to work. ;)

  • While I am not apologizing for my statement, let me clarify it a bit.

    I'm sure that not every student at East is a thug. I'm certain there are wonderful students there. I have heard teachers there state that "every" student was professional, kind, and well mannered.

    I haven't been there this year, but last year, I saw things that didn't quite fall into the professional, kind, and well mannered category.

    I know this thread isn't about East, but there are a handful of East folks commenting how West has issues and they don't. I beg to differ with them. East just doesn't police the students like West. Anyone that states otherwise is fooling themselves.

  • For the most part, I've gotten a good chuckle out of these posts, until I read "jasonbourne's" comment of East being "a house of thugs." That was uncalled for, rude, and I personally take offense to it. My son is a very proud East Titan, in all Pre-Ap classes, is most certainly NOT A THUG, and he follows the rules. No, he doesn't care for the dress code, esp. that his shirt has to be tucked in at all times, but he knows he must follow the dress code. He untucks his shirt as he leaves the building after the last bell. I have told him that if I get a phone call for any dress code violations, he will be in some serious hot water at home. Rules are rules...like them or not. I have a dress code at my job, too.

  • ok changing the subject a little--- handing out the students packets of worksheets to work on without explaining what its about is not teaching---- a teacher once told my son find the answers in the book-wow that was great--it was like saying --go figure it out----teaching is explaining and teaching by guiding the student what is being taught so the student can learn and understand subject matter---we moved from that district my son and daughter had all 90's in their classes--now that learning

  • Way to go VISD for not letting this interfere with actual issues and for not reinforcing this behavior by giving these parents attention at the school board meeting. Instead of being thankful that the administrators were lenient last year, they feel like they need to nail them to the wall this year. No kids are not above the rules. What percentage of the kids were in compliance with the standardized dress rules? Should a few parents be dictating the rules? I wonder what happens when these parents don't agree with the next rule that is inconvenient to them? Perhaps they would like to tell the principal and assistants how the traffic flow should be directed, what to serve for lunch, and what school hours are acceptable. I hope West won't allow these parents to continue to be disruptive and try to dictate the rules as they see fit.

  • The thing is, if you let one thing slide, it opens the door for everyone else trying it too, with much worse offenses. It's either all one way, or don't enforce it at all, because you cannot let one do something that is against the rules, and not let another.
    All it takes to fix those pants is a cute little patch of some kind. You still have the pants, and didn't waste any money on them. No big deal, at least not to the extent this article makes it out to be. Unless, patches aren't allowed either?

  • Irritated--if your boss changed your dress code tomorrow and required you to wear a green uniform--would you continue to wear your regular clothes because you had already bought them or would you follow the dress code? Following a dress code is a part of education, its learning how to function in the real world. And just as you do, your child can wear anything she wants outside of school.

  • I hope I'm not going to offend anyone by saying this but...

    I have a funny feeling that VISD students will be required to wear khaki pants and a single color polo type shirt at each campus by next year. If EVERYONE made their children dress appropriately to begin with, the district probably would not have ever put this particular dress code in place. Unfortunately there are many parents that don't so much as glance at what their kids are walking out the door in so the district has taken it upon themselves to set the standard and allow the administrators at each campus to interpret it as they see fit. I always remind my kids that the rules are the rules regardless if they like them. The farther they push with something like this the harder the administration is going to try to enforce it. It is turning into a big whizzing contest!

  • After my kids came home and told me what all was going on with the whole jean issue, I got out the 2011-12 Student Dress Standards For Secondary Students. While reading it I had to chuckle. Here is how it reads.

    "Pants, shorts, skorts, skirts, or capri pants for females and pants or shorts for males are allowed. These items must be solid black, khaki or navy blue in color. Jean may also be WORN. SHADES of any blue, black or khaki jeans are allowed. Embellishments allowed on back pockets only, as long as they are no deemed a distraction by administrators.

    Mrs. Crick please define the word WORN. Does that mean they can be distressed? They can be SHADES of any blue...does that mean at one time or can they appear worn? LOl For those of you that suggested duct tape, Mrs Crick is considering that an embellishment...no lie.

    As a side note, last year Mrs. Crick hires her daughter on campus for a position as a teacher in which she was not a certified teacher or had any teaching experience. I have seen her on the campus last year in the same jeans she is sending these kids home for. My daughter had her last year and as an active dad I was shocked at her "teen like" dress on campus.

    Mr. Barnes, you hit the nail on the head. If V.I.S.D. decides to control the color of the solid shirts and style of the short/skirts/pants, then they have to provide uniforms (via voucher) to all free lunch students. This is just there way around it.

    As for Mrs. Crick, if you have been around her for anytime at all, then you know this all about control. I have a family that has worked for her when she was at the elementary and middle school level. Now we have very good friends at both campuses. Even wit the teachers she is known for screaming and slamming this to get her point across. Her school was rated unacceptable and know students, parents and teacher.........you will now pay.

    I am also told that even though there is nothing in policy that defines what kind of belt, she is now sending them home for any belt that includes rhinestones or colors. If you don't have another belt then welcome to ISS.

    May I add that the West campus has name tags (East does not), and the name tags are a great thing to have. But, she has decided that if you forget yours and don't have a $1 for temp one, head on over to ISS. My kids are both top 5% and if they forgot there name tag once, which did happen to one of them one time, straight to ISS and this goes on your permanent record.
    You guys think this is about her tying to have standards or that as parents we are just rocking the boat, you guys really need to have to observe this woman. It is unreal what a hot head she is.

  • I HAD to show this article to my oldest. He originally supported the VISD dress code because he thought it was created to stop "the kids from wearing their pants at their ankles." I showed him the picture of the girl wearing jeans, a tucked in polo, and belt.

    We decided that the VISD dress code is not about making sure that students do not wear distracting clothing. It's about control.

    When rules are created with no logic or common sense, there's something more learned than "compliance." You teach children to NOT respect authority, because you modeled that authority is not logical.

    I think that legalism is disgusting. For my younger ones, I'll use this article to show the difference between "spirit of the law" and "letter of the law." I'll ask them why a small fray on a pair of jeans would be "distracting" or what they think the logic behind the rule against them is...

    I support the parents who speak out and complain about nonsensical rules! You are showing your children that authority can be logical and you are demonstrating your disagreement in a peaceful way.

I would not be happy if my child were turned away from school because of their clothing, but, I also would be a little disappointed in myself for stretching the dress code. Have the parents gone to the principal? Just wondering since it appears a lynch mob against her has formed.

  • only in VISD. This is actually very sad. although I must applaud the West HS administrators for sticking to a very strict set of codes and policies. At the end of the day West HS will not have very many problems. Sounds like West administrators won't bend and sure don't mess around. It's a sign of a good cohesive set of school leaders, which in turn makes for a very nice, peaceful school environment.

  • irritated-sorry, you did compliment East, as you should. They have no part in this issue. This all boils down to a difference in what each school principle deems acceptable. I personally have not met either principal nor do I know which one is right or wrong. All I do know is that when my child went to get school clothes, I did tell her not to bring home any clothes with holes, frays, distresses, whatever you want to call it. Regardless of how individuals want to twist it, the rules seemed simple enough for me, and I am an East side THUG parent!

I complimented East on how they handle this... TRUST ME... if East hammered y'all like we're getting it, you'd speak up too. If you say ya'll wouldn't, you're lying!
    My child works for her money to buy these things...I had her work her butt off this summer to buy clothes she can't wear for a rather Stupid reason (much like your comment about west- stupid).

  • Dear TxEx- while I understand & appreciate what you're saying, I want to be clear. These are very very small distress marks! I wear them myself, without problems & I have for years, while holding down a job that pays very very well! This isn't a "job"... It's school! I went to school, graduating all A's, college degree, excellent job... All without someone policing my clothing! The clothes are not going to make miraculous grade/conduct
    changes?! Your good grade kids will still do good, your troubled kids will still cause trouble. Buttoning a polo & wearing jeans with nothing on them will not change what's important... What's on the INSIDE!
    As for preparing them for "real world", I've done that... Not by her
    clothing but by her ability to be a good
    person. My child is honest, kind, responsible,
    organized, dependable & more. She is ready
    for the real world because of the person she chooses to be, not by her clothing.
    The frays/ holes/distress in their jeans
    doesn't depict the person inside
    the clothing! We didn't complain about dress
    code, polos, shoes...until they made this
    crazy change... Without proper notice! These
    ARE NOT HOLES... NO WHERE NEAR

    I'm proud of our East sister school! They handle their business in a fair & consistent manner. They show unity & support throughout. I wish we could do the same. Unity & support are so important! Dealing with these crazy issues leaves us divided & unable to move forward in the direction in which we should be going!
    But, Most of all, timely notice of these changes in a manor in which EVERYONE could be made aware without question, would have been VERY HELPFUL! We, as did many others, bought following last years rules.

  • Perhaps parents should consider this. In preparing your young adult high school students for life on the outside, maybe you should dress your "child" as if they were going to a job, even a job interview.
    In the real world there are dress codes for employment at most places, whether it be offices or industrial. There's a reason for it. Look around to see if your "child" would be employable dressed in certain attire or are you content having your "child" continue to stay in your home past 30 years of age complaining there are no jobs out there.
    You come into my business looking like you don't care about the job you are after, it will most likely result in the application review process going the exact same way.

  • There is really no reason to bring East HS into this discussion. Mr. Crockett is handling the issue appropriately and obviously in a manner which pleases the school, parents, and students. To say East is a "house of thugs" is a horrible statement to make about an entire school. The entire East Learning Community is filled with bright, intelligent and wonderful children that should be lifted up and not put down by someone who "thinks" they have seen something and has the "ability" to "judge" someone. Stay on your West Side.....we don't need your kind around here....

  • I think it is sad that people take potshots at East High. "house of thugs" really is that needed. Have any of you thought about building one another up in encouragement, focusing on the things that truly matter. We are all created the same, we all may not have the same privileges ($$$) that others have. "house of thugs" well they are just like you and me and your children and the children of everyone else. They may not be equipped with all, but guess what they make the best of what they do have and they are great people. We are not here to judge others, anytime that you take pots shots at others,you are not building up His kingdom you are tearing it down.
    My prayer is that; I pray that people will begin to have as much passion for Jesus as they do for their, sports, their shopping, their cooking, their decorating, their electronic devices, their ........creating a life filled with Him is what makes this whole world a better place. The Love He exudes through us in indescribable. It's so amazing. Reach deep inside and breath deeply may His spirit inhabit your soul. Amen
    All of these issues are petty in relation to what is really going on.

  • Okay the dress code change was made last year in April after administrators came to the board wanting a better determination on the torn or frayed no skin showing policy. If you don't read the advocate or check the VISD website regularly for changes parents and students were not made aware of the rule change until four days before school when they registered. I as a parent expect my child to follow all rules, but make the rule changes and notify everyone in a timely fashion.

    Bottom line if VISD is going to be so me·tic·u·lous about the "fray" or "distressed" jeans, please simply state No Jeans Allowed!!!

    If you have a Janitor, Administrator, Teacher, Coach or any employee that is wearing inappropriate clothing you better get off your butt and make sure it doesn't happen again.

    I couldn't tell a cami from camo, but if it is improper FIX THAT CRAP!!!

    I expect the highest of standards from VISD employees!!!

  • To "Kash"- the teachers may be adults but they should set example!! My sister went to Meet the Warriors & apparently the cheer coach was sporting a cami!!! I personally don't find that "acceptable"! It's inappropriate! Small Frey on jeans -VS- teacher on field with a silky/sexy style cami... You tell me which is MORE DISTRACTING?!
    As for $80 jeans... Our business to buy. PERIOD...These kids can express themselves in a classy way. During school or after. Although It's not a " fashion show" there are MANY kids who enjoy fashion while still focusing on school & grades!!!!!
    They strive to look nice. It can't be helped that some kids, as well as adults, don't put effort into themselves. $80 clothes or $8 clothes (I wear both)... You should not be looked down upon for your effort or desire. My child, with frey jeans, is A/B honor roll,
    college bound & dresses the way she does bc she enjoys it! I buy them because I can.

  • This is an absolute example of what is wrong with our school system. What was wrong with the "no skin' policy. Nope....not good enough to keep it simple, the administration has to get crazy. I went to high school in a place where most kids didn't have any jeans that were NOT frayed....and it was not by choice...it was because three or four of their older siblings had worn them before they got to the student. Come on VISD.....let's worry about the kids reading and writing and not their worn jeans!

  • I agree with sethn. Duct tape can even come in handy if the car mirror or bumper falls off on the way to school. Duct tape is available in stylish prints and colors. It might be more classy, in south Texas, to use the camo-print duct tape on vehicles, while reserving the leopard-print tape for clothing.

  • 1. This has NOTHING AT ALL to do with "skirting by the rules" or cost of jeans or getting our way! It has to do with principals. I am a very active parent (for the arrogant parent who mentioned above). My child has rules, and follows them, but they are realistic!!! Freys on jeans ARE NOT A DISTRACTION!
    2. The "rule change notification" was given by handbook, 2 weeks before school, well we were done shopping by then. Tags gone & clothes washed. Also, apparently by newspaper which is crazy?!?! Not everyone gets paper. I asked around & out of 30 people I asked 7 get newspaper! Great way to announce something important.
    3. How nice that East runs their school & program the way it should, not like a Prision. It's case by case. I bet you a years paycheck 99% is inaccurate on "rule following"!! It was the 2nd day! Give it a while & you'll see more! Oh, by the way, thanks for wasting my tax dollar on the "acceptable school attire film"!
    4.Since our high schools have been & still are ranked ACEDIMICALLY UNACCEPTABLE how about you all focus on that... WAIT...I'm guessing the frey jeans are the cause?! They are not HOLES, no skin showing... They are cute & trendy jeans with slight frey. The parents standing up against these rules are not trying to "buck the system" or get special privileges... They're tired of the crap! Get it together, focus on what matters! Work on school spirit, unity, grades and maybe one day we'll be "Acceptable"?! Wonder if admin & others embarrassed by our rating?! Maybe they should have "special meeting" on that issue. Throw in our school division & un-equality and you've got yourself a years worth of better problems to worry about!!!

  • Most jobs require some type of dress code so why is it so hard for these people to get it. These kids can express themselves and dress anyway they want to after school. School is for education not a fashion show--not to show off your $80 jeans. Just because they sell it doesn't mean it's appropriate to wear. I think after a couple of weeks, they should stop the waste of time in allowing kids to change clothes and just give automatic ISS for infractions.
    As for the teacher's dress code, they are adults. I doubt they have teachers walking around in frayed jeans hanging to their knees with shirts so low we can read their bra size.

  • The administration is trying to enforce a pseud-uniform on the students without actually saying it. That way the parents ahve to buy the clothes,not the school! I wonder what would happen if ,say for one month or so,the students could wear ANYTHING they wanted. No restrictions. I think that for a few days some would try to be as outlandish as possible but after the novelty wore off, things wouldn't be that bad. Would be fun to try,though.

  • Seems a lot of people don't bother to read the rules regarding proper attire before buying their children clothes. That is not VISD's fault. Read the rules...follow the rules.....simple! Just because clothes are for sale at the local merchants, it does not mean they are acceptable for wear to school.

    It also seems a lot of people want to lump in teachers and staff with the students when it comes to dress codes. I will bet however that at home the children don't get the same perks as the adults, so why should they at school?

    Lets just get standardized uniforms for all the students and be done with this year after year hassle. So many schools have gone to uniforms and it has been wonderfully successful.

  • The school has many rules. The school didn't create the dress code, the school board did. The school I'm sure supported it but they are just trying to enforce it.

    The tattoo rule says tattoos must be covered... Should the administrators ignore it if half of a tattoo is exposed?

    How about the shaving rule that requires students to be shaved...Would it be ok if they only shaved half their face?

    Which one of you want to be the one that determines how far the school lets each rule "slide"? Well that's probably a bad question for this group, because they would be comfortable with no rules.

    The guidline has been set, 99% of the parents are able to comply, what is your problem?

    This post is aimed at the article not the other posters here. Unless of course the folks are the same.

  • Ok if they are going to be so at odds with those jeans. Then why dont they just go all out uniform? They already are pretty much with the shirts having to be a certain type and color. Some schools have tan, navy blue, or black khakis or dress pants. Brown or Black belts and shoes. NOTHING but polo type shirts. The girls are the same but they add skirts to the list. No shorts at all of any kind except for PE. Then when it come to winter. Brown or Black jackets or coats. Each day they have a different color of shirt. Like Monday=red Tues=black/browm Weds= white Thurs=green Friday=Blue This is what it is coming to. Get ready parents.

  • I think there are other things to consider, first right at 80.00 dollars for jeans!! yes it is wonderful that working for them is right, but the rules are the rules, would you like your rules that you set forward in your home to be broken? well the rules are in place for a purpose sometimes we don't always get the whole picture. School is for learning not how we look. These guidelines are there so that there is a stopping point on how many holes,and skin can be seen! just think about it.

  • VISD has forgotten the reason kids are in school. That reason is to learn and pass. OH, and the reflection of which is the standardized testing. Uhm... That wasn't so good this year.

    The parents have forgotten that THEY are the boss of what is bought to wear to school. Know the rules, parents, and follow the rules... My parents did.

  • rules rules rules---and the administrators and some teachers dont look at the way they themselves dress up for what they are supposed to set the example---teach the students and spend less time observing what the students wear----i would let it be as long as the students are making the grade thats what should be their number one concern.
