Given the drought conditions, should cities have public fireworks displays for the 4th of July?

With Texas mired in one of the worst droughts in its history, most Texas counties have issued burn bans and more than 170 of the state's 254 counties have banned fireworks in some manner.
Many of the fireworks bans are for aerial fireworks only, but some counties, such as DeWitt County, have banned the sale and use of any and all fireworks.
Given these conditions, should cities continue with their planned public fireworks displays?
