The program would be available to Mexican nationals and descendents of Mexican citizens, O.C. Garza said. It would work in conjunction with colleges and universities.
"We'll be back in touch with them, having to do with education," Mayor Will Armstrong said.
De la Madrid and Victoria officials also spoke to local government officials about how economic development works and health issues.
John Jones, Caterpillar plant's site manager, talked for 10 minutes, Garza said. He and Russell Marshall, president and CEO of First Victoria, were walking through the Victoria Country Club when Garza saw them and asked them to speak.
Garza said that Jones spoke of how construction of the plant was coming along and what brought Caterpillar to Victoria, such as available workforce and land, as well as transportation needs. Marshall spoke of banking in general, Garza said.

Garza said the Mexican consul general's office asked the city and county not to publicize the meeting too much beforehand, for security reasons.
The Victoria Police Department will soon accept Mexican ID cards to identify Mexican nationals, an official said.
Luis Malpica y de la Madrid, Mexican consul general in Houston, visited with city and county officials on Wednesday. He presented the benefits of the Mexican ID card.
Bruce Ure, assistant city manager, called the ID card a great product and "one that we're going to be accepting very shortly."
Ure added that the ID card could help police identify Mexican nationals. Currently, the department can't verify the identity of Mexican nationals using the Mexican drivers license.
But the Mexican ID card would change all that, Ure said. The police department will immediately work on a policy that'll adopt it as a legal identification, Ure added.
Domiciano Aldape, account executive with KMZZ Spanish Radio, was at the meeting. He said the ID card would help Mexican nationals better communicate with local police.
That can lead to more collaboration with the police, Aldape added.
"When we work together, we can do a lot of things," Aldape said.
The ID card may also help Mexican nationals to become part of the Victoria community. To open a bank account or cash a check, one needs an ID form, Ure said.
"I can't imagine what it would be like to walk around without official identification," Ure said.
All 51 Mexican consulates in the United States, including 11 in Texas, issue the ID card, de la Madrid said.
The consulate came to Victoria and produced and distributed the ID cards in May, according to O.C. Garza, director of communications.

I have never met a Russian, Irish or Chinese immigrant that was here illegally. Were in South Texas and as unbelievable as it may seem, the border very close to us is the one that seems to get the most travel. I've seen the names of some of those caught and few if any of them sound Russian, Irish, or Chinese.
It has nothing to do with history around here, it is simply the predominant people that are known to be here illegally in this area of the country. I seriously doubt Arizona is trying to pass laws right now because of the Russians, Irish, and Chinese here illegally. What do you think?
I have a larger issue with this being a bigger story, gathering more news time than the D-Day anniversary recently.
I'm not sure what this new card will change in the Victoria area.
June 16, 2011 at 5:32 p.m.It never seizes to amaze me that so many individuals think all illegal people in our Country are from Mexico. Not true. There are thousands of illegals in our Country from Russia, Ireland, India, China, and other countries. Why not check their legal status? And...many of these individuals are students accepted in our universities who just disappear in our Country and never return to theirs - why don't we question the status of these individuals? We accepted a suspected "terrorist" at one of our best universities (Yale) and he was not Mexican! Also, some professors at some of our best universities are not exactly in love with us either and they are not Mexican; they are from questionable countries. Could it be that we question Mexicans' legality because of past history here? I know it is.
June 16, 2011 at 3:27 p.m.The article is about identification. Would you hire someone and you could not ID them? The reason for asking for immigration reasons applys everywhere anytime. If we demand to know if a person in in this country legally and where would a good place to ask for ID? At work, unless we don't want to ask employers to follow the law.

It should be against the law to hire illigal workers. Show up at the front door of a construction site or a food processor with a ICE hat on and watch the back door.

My husband traveled three times to Houston to obtain his. Each time there was something missing that was required. It's not easy. As for leagal documentation, have you been on that side? Do not open your mouth unless you know the facts. It is harder for a Mexican National to obtain legal documentation. It's not as easy as it sounds. As for criminals, we have them with every race. Illegal documentation can be obtained for anyone even US Citizens. How many of us have obtain fake ID's? How many high political people have obtained fake Passports. Stop being ignorant people and face the facts. Illegal immigration and fake documentation didn't arise yesterday. Mexican descent and Proud.

There is little to none over site as to the requirements of the individual consulates as to required proof of identity before the card is issued. The cards have been around for years and most put as much credibility into these cards as a flea market produced ID. Welcome to the newest sanctuary city.

Citizens of Victoria need to urge their leaders and business owners, especially banks, not to accept these cards. Don't let Victoria become a Sanctuary City.
It is also interesting to note that the meeting was asked to be kept secret due to "security concerns". This usually means they don't want any citizens that oppose the decision attending the meeting.
Please reconsider this decision. It is not a good one for the city of Victoria.
