It means little fifedoms, like these water districs that have little or no authority telling us landowners what we can and cant take from our land.

Cuero's distric is run by an attorney who thinks he owns the Guadalupe because he inherited it, but doesn't want anyone to access it. Funny he is a republican but helped build bigger govt by forming this district.
God help him if he tries to stop me from watering water my pasture..... -

Means more feed to be bought for the horse and cattle - but God is good - He will send the rain in His Time. Pray daily!
