Yes, WM should pay. It was not a private citizen that caused an accident, but a business (trash collection) who caused another business (restaurant) to be inoperable because of negligence during the course of conducting its business (emptying dumpster).
Drivers can be detoured around an accident. A business doesn't have that option.

If a normal person got in a 30 car pile up or blocked a buisness from opening, they wouldn't be expected to pay -
To the owners ... by all means Waste Management will pay for your lost business. Not only do they have insurance, they usually will pay for it out of pocket to not claim on insurance!
