I think it was scheduled to compliment the major overhaul and remodeling that is happening at the Rio Grande H-E-B. That project won't be completed until January. Entire store is topsy-turvy and you can't find a thing!

We have had unseasonally HOT, DRY summer through Sept. Why the wait until "seasonal weather restrictions" could have an impact on completing the work? Several years back the work to put the final surface on Navarro under Loop 463 was scheduled to start the week before the heaviest retail week preceeding Christmas.
It amazes me that work on the street with the highest traffic count in Victoria always seems to be scheduled during the highest traffic time of the year, Nov. & Dec.
