I think some of the people in the post are missing the big picture here. The City of Victoria is ruled by authoritarian rule. For those who don't know what that is, authoritarianism is a form of social organization characterized by submission to authority. It is usually opposed to individualism and democracy. In politics, an authoritarian government is one in which political authority is concentrated in a small group of politicians, Does this sound like the City of Victoria do you? It sure does to me. The few continue to make all the decisions, regardless of what is best for the City. Things apparently will never change. I feel bad for Chief Craig, he will have his hands full with Charmelle.
If this letter is any indication of his level of professionalism, I'd say Victoria is better without him. What has occurred here is not resume building. If that was the case, Bruce was badly advised. His resume is not strong enough to grant him another assistant city manager position.

well, maybe i don't have any right to complain about things, then. the citizens vote in their leaders who have done an excellent job of making this town into something out of the 1830s. that's what they want and that's what they have and how dare a new resident like me come in and whine about the way things are, hoping for something different. as a single and young (ish) person, i just don't fit into the demographic that the town's leaders are targeting.
maybe from now on i should spend less time whining and hoping for change and more time packing my belongings.
Victoria and its surrounding areas as well refuse to change. They are still stuck to an old worn out model. You are new to the town, I have been in Victoria on and off. The only I can tell folks who vote these clowns in year in and year out is “I told you so.”
not to be so one sided agains city government, i think some responsibility likes with the residents of Victoria. it seems to me, as a new resident, that the people of Victoria don't really want to see change happen, either, and don't really want to see a lot of new things come to town.
a few weeks ago i was excited to hear about live music happening Downtown. finally, the city was working to bring at least a little life here. turns out i was one of 10 people there; it was pathetic. most bars here are empty. Downtown is almost always devoid of life. what few things actually happen in this city just aren't supported by the residents.
it can't be all on the city leaders.
i've met a good number of progressive-minded city officials, and each in turn has complained that their ideas are ignored. i haven't been in this town long, but it seems apparent to me that the people who are ultimately in charge like Victoria the way it is (or better yet, the way it was) and have no ambition to change anything.
Eagle Ford Shale and Caterpillar are going to ensure that this town will always have some amount of business, but 20 years from now when the Old Guard dies off, you're going to have a very hollow and pitiful town if everything is kept the way it is. there is zero reason for any young person to move here or stay here long, and that fact is eventually going to mean the slow death of Victoria, the "armpit of Texas" (as a relative calls it).
I think that he is resume building also! He knew Charmelle and had worked with her for years. He might just be a "good ole boy" that doesn't like being told what to do by a woman.

Why on earth is Garrett not being held completely accountable for this absolute hiring mistake? According to Garrett just a few months ago Bruce Ure was the best thing since sliced bread, and now he's all of a sudden doing everything wrong? What were his evaluations like when he was the Chief of police? They must have been glowing, or she never would have hired him. She thought so much of this guy that she appointred him "acting Police Chief and acting Fire Chief" and put him in charge of a multi million dollar operation (Bootfest), but now he is a terrible employee and not worthy of a decent evaluation? Like him or not, there is something very wrong with this entire situation. From the looks of everything it sounds like Garrett is doing everything wrong? City Council should demand that she stand out front on this one and answer all the difficult questions. As for Mayor Armstrong's comments, are we surprised? That guy is from the same old school regime Garrett learned under. This is solely on Garrett no matter whose right and whose wrong. She either did him wrong during the evaluation process or she miserably failed during the hiring process. Either way this is squarely on her......
He served as police chief and then was appointed to assistant city manager - he didn't go into this bliind - he knew the city manager. I think he took the position with eyes wide open. He was resume building.And if the majority of Victoria wants a change - make the change at the ballot box.
I agree Victoria is a dump! The Mayor is too comfortable with the way things are being done and he isn't willing to accept changes. He needs to move out of Office and on to retirement and let someone else who has some fresh ideas and something for our youth to do. Victoria has a great potential of being a really nice city but not until we get certain people out of Office.I didn't attend Bootfest but I heard it was pretty nice for the first time event. kudos to Bruce Ure for doing such a good job organizing it. Ms. Garrett needs to take her arrogant self along with Mayor Armstrong,& Steve Tyler and get the Hell out of Victoria!
From former city employees, I am hearing a lot of dirt on Ms Garrett. WOW. How about the City Council, or better yet VICAD on condition of animosity, question the employees on what the hell is going on. Why are we wasting money on "I won't change for anybody". Someone that arrogant who's above everyone else deserves a real audit by an outside source. Does anyone know if KAVU is locally owned? Maybe we should ask KENS5 from San Antonio to do a story on this.

I remember an old supervisor of mine that had a unique method of staff improvement. The first perfomance review you would be dumb as dirt. The next would show how he had "molded" you into a near perfect employee.
Serg- agreed. My question for VicAd- Can you post the background and education for Charmelle Garrett like you did with Mr. Ure on this article? I would like to know why she was given the job. Mr. Ure will be missed.
It is apparent that the City Council needs to seriously look at what's going on with the City Manager. If Ure wasn't doing his job over the last 8 months, wouldn't the City Council know about it? I've had a boss like Garrett. Power hungry woman who will stomp all over her employees who are doing a great job because that's the way she is. You can't fix mean, vindictive people. Maybe Garrett needs to go and Ure become City Manager! Sounds like he's doing everything he can to make the City of Victoria successful! Put good people in the right jobs in this town and it will thrive! Enough said.
Charmelle Garrett's lack of management skills are apparent in the way she completed Bruce Ure's performance review. How can a manager give a 95% negative performance evaluation to someone who has only been in the position for such a short time? Sounds to me like she needs to go back to the drawing board and educate herself by taking some Management courses. Her not being able to work efficiently with different personalities will eventually backfire. This resignation just may be the start of that, on the other hand, probably not since the City and County Human Resources department loves to turn the other cheek when they're approached with an "uncomfortable" situation. What a shame!
Brady- It doesn't matter who they bring in it's all doomed. Just like when we finally got Victoria's name out there with the Boots thing. Now I have to admit at first I wasn't getting it but how great it was that my family in SA heard it and it made me proud. They brought that campaign pro and then "poof" the lady they hired left-Again with NO answers! I really hope VA does more digging into all of this!
All I aks is that Garrett please bring in an Asst. City Manager from a progressive, modern, forward thinking organization. Someone who has worked in a city who is on the cutting edge of design, architecture, events, and technology. Please go find a HIGHLY qualified invdividual with credentials.
That's not too much to ask is it? This city is in trouble and needs to be revived. It needs someone to breath life into this place and bring it out of the 20th Century.....
I have never heard of a council being so uniformed. Every time something happens to where someone leaves they all shrug their shoulders and give no answers. Were any of these questions answered this morning at the Econ Tues Mtg????? Some of us HAVE to go to work and can't go to this priveledged meeting for all the wealthy people

On another note, I wonder if this was a master plan of the city manager to "Keep Victoria beautiful!!!" Nah that would mean she would have to fire herself and 90 percent that work for it....
So Ure was smart enough to go and look at another SUCCESSFUL park in a city people WANT to visit and live, in order to give him a better understanding on how to help Victoria's nasty parks. Shame on him. Victoria is a lost cause, because the leaders want to keep it that way. Quit making Victoria only for the rich and you will see a change, but that would mean city leaders giving up their egos. Again I agree, lost cause. (Before anyone says anything, I did move and I am beyond happier where I am at now, I do have family and friends still there. Which most of them are planning a move in the next few months away from Victoria.)
Some day those responsible for the city manager will realize that they're not only running a city but a business and that you need someone who can "manage" people in the position of manager.

Bruce great job!Seems to me that Garrett needs to be looked at a little closer. This many people leaving under her leadership does not look good. And the mayor, You sir are the mayor for this city. How can you not know what is going on with the CITY Manager and the Assistant CITY Manager? Hell you never know what is going on. You need to go too. You have gotten a little to comfortable in your position.

as i understand City Government, i would be the perfect candidate to be the next city manager. i'll collect a paycheck but not show up to work or do anything at all but glad-hand various people throughout the city. i'll be around to represent change, but won't actually do anything at all and work to keep the city exactly the same way it was 30 years ago. Down With Progress!
Victorians are funny people...You cannot blame Ms. Garrett for being who she is...The City council and Mayor knew her credentials before they chose to promote her to the position of city manager. YET, the City council and Mayor continue making these decisions and the Victorians keep electing them to office. "decades of old administration methods" = Good old boys Syndrome? I'm sure Mr. Ure also knew this (authoritarian leadership style) before taking this job...my question is, did he just take this position as a stepping stone or as Ms. Garrett puts it "I respect Bruce's decision and wish him well in his future endeavors."I think "almost eight months" later qualifies him to use this position in his resume.

Although I am no fan of Mr. Ure, I do respect his decison considering the history of Charmelle Garrett. You see, Ms. Garrett is a product of the Jim Miller/Denny Arnold administration. For those who did not live through this "Us against them"leadership, you simply cannot understand why Charmelle Garrett is the worst person this City council and Mayor could have chosen to promote to city manager. The adversarial Miller/Arnold administration was not only detrimental to the employees of the city, but also towards the citizens. Just ask some of the private business contractors who had to deal with their system of abuse and arrogance. An arrogance which was so vile and demeaning to their employees that the police, fire, and Ems employees, and the entire workforce, were afraid to say or do anything that might be considered a challenge to their authority. Even the citizens of Victoria were considered "the enemy". Like a cancer, after Miller and Arnold were gone, the city council did not see the need for a complete change in leadership, so they simply took the easy way out, and put old Charles W. and Charmelle in charge. Thus the cancer and sickness continued. Why do you think all the senior Police officers left or retired? All the senior fire personnel? The list is long, with the goal of getting rid of senior, experienced personnel that cost more per hour and benefits than new personnel, replaced with young, inexperienced workers who are eager to please and easy to control. The Victoria county Sheriff's department is full of senior Police officers who were pushed out by the Charmelle Garrett cancer and plan to save money. The list of good, experienced people who have left the employ of the city due to the Miller/Arnold/Garrett "us against them" methods is long and tragic.
We can only hope the new Police Chief will tell Ms. Garrett tomind her own business when it comes to the Victoria Policedepartment, and have the guts to stand up to such a personof limited intelligence, vision and "my way or he highway" attitude.
She actually cannot help who she is or how she acts. She is partof decades of old administration methods that, unfortunately, has been kept in place by bad decisions of the Mayors and council all these years.
Another great professional person leaving Victoria. Lets see whom all we have lost in the past at the hand of the Community Leaders. Teague, Martyn, Young, Sherman, Braatan, now Ure and many others. Come on Victoria open your eyes. How many more have to go before you wise up. Yet you keep Tyler, Garret, Armstrong, Burns and Pozzi. The only good one your keeping is O'Conner. JMHO

With Garrett at the helm, we are in for a long ride. If you have ever worked for the city, you know what he means. I think the comment that she "wont change for anyone" to me says she puts herself first before city employees or citizens.
