Again, there's a difference between being bilingual and taking a few high school foreign language courses.

Why wait until high school to start teaching a foreign language? Many countries start teaching language when the child starts school, improving the ability for just about anyone to learn. High school is too late to start teaching a foreign language, it should be done much sooner.
