We received on Sunday about 25 percent of the rain that had fallen this year to date. Not an average year to date.

Want to try one more time. The average rainfall in Victoria is ~40 inches. A one day rain event would be ~10 inches to equal 25%. Did I miss something in this article?

What years are used to calculate the "Average"? from the beginning of the records until now or some other years. Does that number not move up and down?
