The way I understood it explained that night at the city council meeting, folks shouldn't expect the insurers to offer the possible discount to the policy holder. Instead, folks should ask, and then hopefully receive a discount based on the rating. The insurance company is under no obligation to use this rating to determine rates, but they can.
In other words, come January 1, there will not be automatic discounts to folks within the city limits of Victoria. You will have to request a discount, but you are not guaranteed one.
I don't know about other readers ... but to me, this sure sounds like another, 'Pro-Annexation' editorial.
