Why do most incentive programs, education programs, and support programs end at middle school? Why don't high school students get to participate as well?

I think that these reading devices like the Kindle or Kindle Fire are a great way to get kids to read more. They can carry all their books with them, and ask for new books that they want from family members. I know with my Kindle I now read much more than I used to. Anyone considering picking up a Kindle Fire should look at the review at the site below. It convinced me to pick up the device and I thought tablets were pointless money sinks beforehand.
