Victoria man indicted on unlawful restraint charges

A Victoria man was indicted on unlawful restraint of a child less than 17 years of age charge Nov. 29, after the initial arrest in September.

Michael Joseph Hicks, 60, of Victoria, was arrested by Victoria police officers Sept. 13 after a then 8-year-old boy reported Hicks attempted to grab him while he was riding his bike, pulling his shirt and chasing him down the street.

"The defendants are claiming he (Hicks) innocently asked for directions, but they tried to grab a kid that was not their kid off of their bike. It seems odd," said Stephen Tyler, Victoria County district attorney.

Hicks bonded out of the Victoria County Jail on Sept. 25, but has been in the jail since Nov. 30, after he was arrested on suspicion of possession of a controlled substance and tampering with physical evidence with intent to impair.
