Gulf Bend Center has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada. Gulf Bend Center received the award for its comprehensive annual financial report for the fiscal year ending Aug. 31, 2010. The award also recognizes Barbara Reese, the center's director of financial services, as the person principally responsible for preparing the report.
Debie Bond was recently named human resources director for Devereux Victoria. She was most recently director of compensation/HRMS for the Kentucky Community and Technical College System.
Kenneth Wenske, of Port Lavaca, received his certification and approved private process server for the state of Texas on Nov. 30. To qualify, a person must be a sheriff, a deputy sheriff, a constable, a deputy constable or a person appointed by the court.

Cassie Arlitt was promoted to assistant banking center manager of First Victoria National North branch location. Arlitt has more than 12 years of banking experience.
Margaret Ramirez was hired by First Victoria National Bank as the assistant banking center manager of the Main office - downtown. Ramirez has more than 28 years of banking experience.
Pamela Slaughter was promoted to assistant vice president, banking center manager of the First Victoria National Bank mini bank, downtown. Slaughter has more than 17 years of banking experience.
Deborah Escalante was promoted to vice president, senior banking center manager of the First Victoria National Bank main office - downtown. Escalante holds a bachelor's degree in business management from Texas A&M University and has more than 29 years of banking experience.
