Commercial garage sale permit is too expensive

I read in the paper about garage sale requirements, which I have no problem with. However, I did encounter a situation after my brother and sister passed away in a matter of a few months. We had rented a storage unit for each of them to store their things in until we had the time to have a garage sale. We decided to hold the sale from the storage units, since it was more than any garage could hold. However, when I went to city hall to get the permit, I was told that the permit would be $640. After I picked myself up from the floor, I asked why, and this is what I was told: It was being held from a commercial building, therefore it was $80 for the permit and $80 for each person that was helping. I had asked my two sisters and their husbands, one nephew, one niece plus myself. Needless to say, it was not worth the expense, so everything went to Goodwill.
