Cuero hosts public hearings on proposed annexations

CUERO - The first of two public hearings on two proposed annexation projects in Cuero will be Tuesday.
The meetings will allow the public to address the Cuero City Council on the proposed annexation of 364 acres near the Stevenson Unit prison north of town and the separate annexation of about 62 acres south of Cuero along U.S. Highway 183, said City Manager Raymie Zella.
The city already owns 29 acres in the proposed north annexation. The city's new animal shelter is on the site.
"The city land is available to commercial businesses for lease. So far, we have two parcels of this property under lease," Zella said.
"For the city to capture the sales tax these businesses will generate, we need to annex this area."
Most of the area is underdeveloped and classified as agriculture property, and city utilities already run to the area, he added.
The proposed southern annexation is another area already with city services except sewer, Zella said.
"We only propose annexing out as far as our city electric service goes," Zella said.
"The annexation will allow us to have more control on one of the main corridors leading into our city. It allows us to extend our (extraterritorial jurisdiction) further out 183 South."
The city manager added that the estimated cost to put sewer service in the proposed southern annexation area is about $250,000.
"We need to upgrade our water lines in this area to a larger size, which we are going to do whether council decides to annex this area or not," Zella said.
Fewer than 10 residents would be effected by annexation, said the city manager.
"Their utility rates would actually go down, as those we serve in the county pay a higher rate for water and electric than those in the city," Zella said.
The second public hearing on the projects will be at 5:45 p.m. Oct. 22 at Cuero City Hall.
