Traffic stories show trend in ticketing

Editor, the Advocate:
After reading dozens and dozens of articles in the Victoria Advocate about vehicle accidents over the past couple of years, I've come to the conclusion that if I run a red light or a stop sign and don't hit another vehicle, there is a 90 percent chance that I will get a ticket.
However, if I run the same red light or stop sign and do hit another vehicle, maybe even send someone to the hospital, there's a 90 percent chance that I won't get a ticket.
What's wrong with this picture?
