Outlaw cellphone use in vehicles

We pride ourselves in our ability to multitask. However, scientific evidence shows clearly that the use of cellphones, whether talking or texting, can take our mental focus off the application of those critical skills needed to drive a motor vehicle safely.
I have recently viewed scientific evidence done by a major university that validates this commonly held conclusion. Let's at least attempt to stop the carnage on our streets, roads and highways.
I say outlaw cellphone use by individuals operating a motor vehicle of any kind when that vehicle is in motion - either in a parking lot, on a city street, a country road or a major highway - period.
