Victoria police appoint Eline Moya as new lieutenant

Eline Moya with the Victoria Police Department was promoted  Thursday to lieutenant. Moya joined the police department in  January 1999 as a records clerk and became an officer in May  2000. Throughout her career with the department, she has  worked in patrol, the training unit, investigations and most  recently as the department's media information officer.  Moya is  the first woman of Hispanic decent promoted to the rank of  lieutenant in the Victoria Police Department, according to a  department news release.
