Editor's Note: To help voters learn more about the candidates, the Advocate is printing profiles in contested races in the March 4 Democratic and Republican parties primaries. Thursday's profiles spotlight candidates for the Republican Party nomination for county commissioner Precinct 4 in Goliad County. The winner will not have a Democratic Party opponent in the Nov. 4 general election.

James L. (Jimmy) Schulze

• Age: 68

• City/county of residence: Goliad County

• Occupation: Retired Safety/Health Manager DuPont/Solae

• Political party: Republican

Why do you want to serve in this position?

I want to serve the residents of Goliad County by first listening to their needs and concerns. There are many in Goliad County that are living month to month on their Social Security, small pensions and savings that need to have someone speak for them. I believe that service to our nation, state, and community is a citizen's responsibility and when elected I will be open to all residents' opinions or concerns. When called to vote on issues that will affect everyone I will represent all residents of the county.

What qualifies you to serve in this office?

Education: BS Degree in Biology & History, Master Degree in Education

Experience: High school biology teacher; corp. manager for safety and health

Service Organizations: Current president Goliad Rotary, member historical commission, American Legion Post 193, Schroeder Volunteer Department. (past president for the last three years) and a director of Goliad County Chamber of Commerce

In the last 17 years of my 28-year career I was responsible for the safety and health programs for 14 plant sites in six countries. I have a strong background in managing large budgets, supervising employees and training employees. Since my retirement I have become willingly involved in many service organizations in our county.

If elected, how will you go about effectively serving your constituents?

As commissioner I would manage the taxpayers' hard-earned money responsibly. Current Goliad commissioners receive $10,000 for vehicle use and do not use any expense reporting system to report their in-county expenses against this fund. I believe that all expenses including in county expenses should be reported. County employees must be accountable for their performance. I will review similarly populated counties to make sure ours are compensated fairly. I want to encourage new businesses to subsidize our lower property tax revenue caused by decreased oil and gas activity in Goliad County.

Why do you want to serve in this position?

I have lived in and volunteered in many capacities in Goliad County over my lifetime, but I have never worked within the county, as the jobs I worked to support my family were elsewhere. I am excited that at this point in my life, I can give back to my home area.

What qualifies you to serve in this office?

I understand the high expectations of the people who live in Precinct 4. I have more than 35 years experience in the operations of equipment, construction and maintenance. I have supervised crews and worked with many teams over this time period. Prior to my working in the petrochemical industry, I served our country as a United States Marine. Couple this practical experience with a desire to work with the county court and folks within our community as a whole. I will bring a disciplined and conservative approach when dealing with the business of Goliad County.

If elected, how will you go about effectively serving your constituents?

I will be a full time commissioner and listen to my constituents and put all of my energies into being a proactive commissioner. I believe the best way to be effective is through collaboration. A level of consideration within the court and the county is required to be effective in a rural governmental setting. Effective leaders earn trust through proper decisions and actions. Proper decisions can only be made by being informed. Sharing information and working together while considering all parties positions is how to ensure the constituency has elected an effective commissioner.

• Age: 51

Why do you want to serve in this position?

I am a lifetime resident of Goliad County, a land owner, business owner and taxpayer. I want to keep Goliad the great county it is. I want to work with the other county offices, city and school.

What qualifies you to serve in this office?

I have started three good businesses in Goliad County that serve the residents of Goliad. I can help with the business of Goliad, because it is a business that has to have a balanced budget.

If elected, how will you go about effectively serving your constituents?

I am asked how I am going to run all my businesses and be a commissioner. I have great dependable, employees at all my businesses who makes them operate sufficiently. I will run county government as if it were my own business.
