Whole city of Victoria is treated like dog park

The city of Victoria is thinking about a dog park. Why, when the whole city is Victoria's dog park?
It seems everywhere in this town you see loose dogs running around. Whenever I post about a run-in with dogs on a social networking site, I receive comments from people with their own stories. Some can't let their children play outside, and some cannot go for walks in their own neighborhoods.
I was under the impression that the city of Victoria has a leash law, but it seems the only time it is enforced is for a couple weeks after a child is mauled. If, for some reason, the leash law is enforced regularly and with more people moving out of the city limits, this law needs to expand countywide or at least have a stipulation if you live within a neighborhood or in proximity to a school or store.
I hope something is done before another tragedy occurs, but I won't hold my breath.
