All of the suggestions are good ones, but I see the economy being the culprit of the increased burglaries. Unemployment and drugs are the leading factors, in my opinion, in the rise of burglaries AND robberies.Then you just have the people who want something for nothing.
Elect a D.A. that will punish criminals and not the investigators. Send the cases to the grand jury and let them assist with deciding if there is enough evidence to go to trial!
