I do understand what they mean, but I'm afraid they are too confusing for anyone who is not paying attention to this information in the paper. A visitor to our city or anyone unfamiliar may not realize that the pedestrians and bikes have the right-of-way. We all must drive carefully and be prepared to stop, but this empowers people to walk or bike across traffic that may not even see them.
Also, lighting needs to improved around the trails on the streets the trail is crossing. Just afraid someone will be hurt or worse.
