In the article it is stated that manure gets into the waterways from stock ponds & creeks running through personal property. Look at the Rio Grande, one of the filthies rivers in the country & I highly doubt it is due to someones cattle pooing in the creek on their property. Isn't the Hudson River the most polluted in the US? Is that also explained away by runoff from private land waters? What about the random wildlife using creeks as "facilities" on public land? How is the government going to stop Bambi from relieving himself in the creek? Dead bodies of all kinds are floating in rivers, creeks & ponds....I'm sure they are not good for the environment either.
How on earth is the government going to police all these waters, not to mention drainage ditches? Maybe the ditch by the mall will finally get cleaned up.

After the water pipeline to San Antonio is built, I am confident that the the city and county officials will do a good job with the water on your land.

This being the end of government, that alone is a just government, which impartially secures to every man, whatever is his own.” Does the government plan on compensating land owners for not being able to use their water as they see fit? Somehow, I'm not surprised to learn that the bill was authored by a democrat -- Feingold of Wisconsin.
