Once a system is created wherein some people (whites) may legally be discriminated against in favor of other (non-white) people, the system threatens to become self-sustaining. This is because those who see an advantage to themselves from legalized discrimination will always argue that the system is still needed because discrimination continues, whether or not it actually does.
The post by othersider is right on the money. This system was originally sold to the American people as one of equal OPPORTUNITY, not equal OUTCOMES. Equal opportunity was supposed to mean that everyone would have the same chance to try anything (and fail). Now, it has evolved into a system where any non-white failing at anything is taken as prima facie evidence of discrimination, regardless of the relative merit, skills and intelligence of the white and non-white participants. If continued long enough, we will sort down to the lowest common denominator and this country will be consigned to the dustbin of history.
Equal civil rights will never be reached. To me equal rights mean equal and everyone gets the same things and opportunities. I think it's funny the that different races have there own things take the Chamber of Commerce for example. The Chamber of Commerce is for everyone, then you have The Hispanic Chamber which is for Hispanics, then The African American Chamber which is for African Americans, where is the White Chamber oh wait that would be racist. Back when the other Chambers started they were needed to help get equality. Okay well thats been at least 2 generations ago. As long as there is one group for only that group equality never will be. The chambers of Commerce is just one example of non equality there are hundreds and hundreds out there.
