First of all, what is your meaning of a small town? Victoria is a small town and I would not feel safe or remotely comfortable living in it. I live just outside of a rural community, which is just outside of Victoria. I do not lock anything and I feel very safe. I assure you that my nearest neighbors and I routinely sight in our very large caliber weapons on any given weekend, At targets of course. Smith and Wesson, Remington, Weatherby, to name a few, make me feel very safe. "Peace through superior firepower". 2nd amendment, hoorah!
Unfortunately, evil is everywhere. The days of not locking the doors and leaving windows open are over. You can't even leave your garage door open while you're at home. Sick, sick world it is..
