i would call the city animal shelter or animal control. even the police if necessary. animal cruelty is horrible and unlawful in the state of texas. Texas, Penal Code, Title 9, Chapter 42, 42.09. Cruelty: Fine up to $4000, imprisonment up to 1 year. Torture, Kill, Fighting, etc.: Fine up to $10,000, imprisonment from 180 days to 2 years.
