As MILCON leader, Feinstein relished the details of military construction, even micromanaging one project at the level of its sewer design. I all ways wonder about the outcome of stops such as these. Was the driver of the truck connected to the trailer any more than the truck he was driving was pulling a trailer loaded with drugs? Was it just a contract load for the driver with no knowledge of what was on the trailer? Were the trailer and the truck owned by the same owner? I would guess that the majority of trailers loaded with vegetables coming out of the Valley are pulled by contract truckers. Not trying to excuse or justify anything just wondering as some one used to say "What is the rest of the story?"
