I live in a small town outside Victoria and there are no leash laws at all here. I have the same problem with trash. Not only the dogs but the out of control cat population. They shred everything. They drag things off. My kids will take off their shoes to jump on the trampoline and while they are jumping a stray will steal their shoe. Then I have to drive around looking for it in ditches. At any given moment there are upwards of 20 strays wandering around this tiny town. Plus all the dogs that have homes but are not kept in them. I am an animal lover and growing up I never would have imagined harming an animal. But these dogs in this town have changed my point of view. I realize it is not their fault they were dumped, but it is not mine either. Sometimes a dead dog is easier to clean up then the trash they shred. *sigh*
