HR is really just a backstop for the top. They create dead ends in policy, they enforce the dead ends, they put stops to legitimate complaints, etc. Think about it. The book definition only applies in school.
There should be no costs associated with training a city manager. This person should show all skill and competence before hiring. The same free search firm that found the last city mgr could be used... the city council. Since, apparently, some appear to agree with recent proceedings, then why would this free service not be utilized?
Being lazy is never an excuse when the best is necessary. Anything worth time and effort is usually hard work. Whenever resources and time are utilized correctly then costs associated with them should be null as the benefit of the hard work will be repaid through the end product.
Is it better to pay top dollar for the best, or overpay for 2nd, 3rd, 4th place? I don't say that Garrett is not the best but shouldn't Victoria want to make sure.

It is a wasted effort to expand UHV more than necessary until significant improvement.
It will always be hard to attract anything with "spend a penny to save a dollar mentality" leadership.
It doesn't surprise me that selfish persons would be able to justify killing. Did anyone ask the child if they want to be killed? Good thing only the "child holder"(not mother) has the choice.
I believe the two below should get some GOD in their life.
