For a story I'm working on that looks at Victoria's lack of zoning, I came across a 184-page report: "Victoria 2025: A Comprehensive Plan."

The plan provides the mayor, city council, planning commission and residents with "a long-range guide for the future growth of Victoria and its surrounding area." I've embedded that report below.

Within that report, I found dozens of story ideas and plenty of interesting material, as well as thoughts about Victoria's problems and coinciding solutions.

I highlight here three documents of the 184 in the plan to open discussion regarding the next story I'm working on (try zooming in to get a closer look at the documents):

Victoria Population Growth

What I found interesting in these three documents, and what I'll focus on in my next story, is that while Victoria's population growth since 1970 lagged behind the Texas average -- and by many counts remained stagnant -- the city's physical size more than doubled. Why is that? What was the thinking?

My story will ask and answer those questions, as well as describe Victoria's historical population growth trends and what we can expect in the future.

In the meantime, below you'll find the full 184-page Comprehensive Plan. It's a lot to read, but I think you'll find a large portion interesting.
