It appears AT&T is having issues with their data service again. There is a post on the Dataoutages News Blog that indicates the problem is scattered throughout Texas. This is the second time this week AT&T's data service has suffered an outage, the first outage happened on Monday.
I've received e-mails from friends that are having problems accessing the Internet on their phones, and have found various tweets on Twitter from others having the same issue.

That's exactly what I'm trying to figure out. I'm trying to find which, if any groups have been locked out on the scanner, and am also trying to filter out the channels so the only feeds we hear are from police, fire and the sheriff. I'll have to send you a list of what I've found so far, maybe you can compare it to what you know.

now i do hear the schools and the dog catchers too but since i have been listening to pd and so from victoria i know most of the call numbers and talk groups i am not familiar with the ones that are on the site you have listed
