   If it seems your timepiece has been running a little slow, that could be so.
   Most people think of a day as consisting of 24 hours. Actually a day is 24.0000003 hours.
   To make up for that difference, the U.S. Naval Observatory adds a “leap second” ever so often to its official clock. This is one of those years and the adjustment will be made on Dec. 31 one second before midnight.
   Enjoy the extra time before the new year begins.
