It was so cold this morning my little black dog, Dolly, turned and fled, pulling everything, including her fluffy black tail, under the bed in an attempt to avoid the very, very cold world outside.

Dolly's got the option, but question of the day had to be asked so I put on my $6 Salvation Army coat, and braved the cold weather world to ask IHOP patrons about the new performing arts center. Will it change the arts scene in Victoria?
