Ranging reporter J.R. Ortega talked with people at Ramsey's Restaurant about what they think about the homeless situation in Victoria.

Is it a situation, or isn't it?

"I see people walking around as always, like Pepper."

"I suggest to have more shelters for them. Our homeless problem isn't as big as in other cities."
