Foster Parents of Victoria was created to channel funds donated by the estate of Dr. Gyda Hallum, a child psychologist. It serves foster children, from birth to age 21, of any socioeconomic status, gender and ethnicity. The mission of the organization is to make a difference in the development of foster children; to maintain facilities in which to educate and support foster families; and to facilitate communication encouraging greater community awareness resulting in positive permanent outcomes for the foster children.
