Progress report on new park on Airline Road

In August 2009, the city of Victoria received a grant from Texas Parks and Wildlife Department to acquire and develop a park on Airline Road. The city property was originally purchased for flood control in the late 90's. Staff proposed to develop a park in this area. It was well received by the Parks and Recreation Commission and city council.
After the city received the grant, the economy took a turn for the worse in 2009 and staff recommended to city council in early 2010 to delay the construction of the park development for one year.
I have been asked how the city can acquire property it already owns. The property was originally purchased for flood control. A provision in the grant process allows non-park city property may be converted to parkland. It is treated as if we were buying the land. In other words, we are amending the use. It will still be flood control, but the usable property will be developed into a park.
The recreational amenities that will be at the park are a water playground or sprayground, pavilion, practice ballfields, practice soccer fields, and a practice football field.
Paved parking and restroom facilities will be available. In addition, there will be a natural area included in the park development. This area will not be developed and is available for nature enthusiast to enjoy.
The process of developing the park began last month. I plan on being substantially complete with the project by June or July 2012.
This park will be the newest park in our system.
